Pennsylvania Courts Avoid Data Breach and Refuse Ransom Demand in Cyberattack

Pennsylvania's state courts agency experienced a cyberattack earlier this month, causing a temporary shutdown of some online services. The attack, known as a "denial of services" attack, targeted the website of the Administrative Office of Pennsylvania Courts. While some online portals and systems were disabled, they have since been fully restored. Officials have stated that no data was compromised, and the courts continued to operate on a normal schedule.

According to a courts agency spokesperson, there was no ransom demand from the attackers, and there was no communication or payment made to meet any demands. The state Supreme Court's chief justice, Debra Todd, confirmed that a federal investigation is ongoing. However, the attacker has not been identified, and there have been no claims of responsibility.

A "denial of service" cyberattack is a common tactic where attackers overwhelm a targeted website or network with excessive traffic or requests, causing it to crash or become inaccessible. This attack on Pennsylvania's state courts comes after a similar cyberattack on Kansas' judicial branch last year, which took months and millions of dollars to recover from. The Kansas attack was attributed to a Russia-based group.

Major tech companies and financial institutions have also been targeted by denial-of-service attacks in recent years. These attacks are often carried out by state-backed actors seeking financial gain, and they can be used to mask other underlying attacks, such as ransomware attacks. Networking experts can mitigate these attacks by diverting internet traffic.

Despite the disruption to online systems, Pennsylvania county court clerks reported that their offices were operating smoothly. The Department of Homeland Security and the FBI are collaborating on the investigation, and the Cybersecurity and Infrastructure Security Agency (CISA) is providing assistance. While the motive for the attack and the effectiveness of the courts' cybersecurity measures remain unknown, cybersecurity experts emphasize the need for robust defenses against denial-of-service attacks.
