AI Companies Required to Report Safety Tests to US Government

The Biden administration is taking steps to ensure the safety and transparency of major artificial intelligence (AI) systems by implementing a new requirement for developers to disclose their safety test results to the government. This initiative stems from an executive order signed by President Joe Biden three months ago, which aimed to effectively manage the rapidly evolving technology. The White House AI Council has scheduled a meeting on Monday to review the progress made in achieving the goals set out in the order.

One of the key objectives of the executive order was to mandate AI companies to share crucial information, including safety tests, with the Commerce Department under the Defense Production Act. Ben Buchanan, the White House special adviser on AI, emphasized the government's desire to ensure the safety of AI systems before they are released to the public. President Biden has been clear in his stance that companies must meet this safety standard.

While software companies have committed to a set of categories for safety tests, there is currently no common standard that all companies must comply with. To address this issue, the National Institute of Standards and Technology, a government agency, will develop a uniform framework for assessing AI safety as part of the executive order signed by President Biden in October.

The significance of AI in both economic and national security considerations has prompted the federal government to take a proactive approach in managing the technology. The launch of new AI tools, such as ChatGPT, which has the capability to generate text, images, and sounds, has brought about significant investments and uncertainties. Consequently, the Biden administration is not only exploring congressional legislation but also collaborating with other countries and the European Union to establish rules and regulations for the responsible use of AI.

In addition to these efforts, the Commerce Department has drafted a rule that specifically targets U.S. cloud companies providing servers to foreign AI developers. This rule aims to ensure that these companies adhere to certain standards and guidelines.

Recognizing the potential transformative effects of AI, the government has also prioritized the hiring of AI experts and data scientists in federal agencies. This emphasis on bolstering the expertise within the government demonstrates the administration's commitment to adequately prepare regulators for the management of this technology.

Ben Buchanan reiterated the government's stance on AI, stating, "We know that AI has transformative effects and potential. We're not trying to upend the apple cart there, but we are trying to make sure the regulators are prepared to manage this technology."

Overall, the Biden administration's focus on AI safety, transparency, and regulatory preparedness reflects the government's commitment to effectively managing the risks and benefits associated with this rapidly advancing technology.
