Rishi Sunak and Elon Musk to host 'in conversation' event after AI summit

The White House has taken preemptive action on AI regulation, aiming to protect workers and citizens from potential threats posed by the technology. US President Joe Biden is set to sign an executive order that will guide the development of AI, requiring companies working on potentially dangerous models to share safety data with the government before releasing them. The order also seeks to safeguard workers' rights and address concerns of job redundancies caused by AI, as well as prevent the exacerbation of societal biases in AI training. Additionally, the White House is developing guidelines for content authentication and watermarking to combat misinformation generated by AI, such as deepfake videos.

White House deputy chief of staff Bruce Reed described these actions as the "strongest set of actions" any government has announced regarding AI. President Biden is scheduled to discuss these safeguards before the UK's AI safety summit, which will be attended by vice president Kamala Harris instead of Biden himself. The summit, taking place at Bletchley Park, will focus on harnessing the potential of AI while managing associated risks.

UK Chancellor Rishi Sunak, who is hosting the summit, has faced criticism for emphasizing existential threats posed by AI rather than near-term challenges like its impact on jobs. However, he remains optimistic that the summit will solidify the UK's position as a leading AI power, despite the expected absence of world leaders like Justin Trudeau, Emmanuel Macron, and Olaf Scholz. Downing Street denied any feelings of being snubbed, stating that they are confident in bringing together global experts, businesses, and leaders to address the crucial issue of AI.

The White House's move comes after the EU and China unveiled their own proposed AI regulations, while the G7 is expected to announce joint principles soon. President Biden has expressed a sense of urgency regarding AI regulation, citing his regrets about the slow government response to regulating social media. With many leading AI companies based in the US, including OpenAI, the president is both impressed and alarmed by the capabilities of AI, having witnessed fake images and heard examples of voice cloning.

Deputy chief of staff Bruce Reed revealed that President Biden's concerns about AI were further heightened while watching the latest Mission: Impossible film, in which Tom Cruise battles a sentient rogue AI. This personal encounter with AI threats reinforced the president's determination to act swiftly.

Meanwhile, Downing Street has yet to confirm the attendees for the UK summit, but it is expected that many world leaders, including Joe Biden, will not be present. However, Prime Minister Boris Johnson will host a conversation with Elon Musk, the owner of X (formerly Twitter), following the summit. Chancellor Rishi Sunak's X account announced the event, indicating that he may also be involved in some capacity at the summit, either in person or virtually.

Reports emerged that the value of X had declined to $19 billion according to internal documents, significantly lower than the $44 billion Musk paid for the platform last year. Vice President Kamala Harris will also attend the AI summit and, during her visit to the UK, will discuss the Israel-Hamas conflict with Rishi Sunak and consult on further support for Ukraine. The presence of Harris at the summit means that President Biden will not be attending. Downing Street denied any feelings of snub, as it was revealed that other leaders like Trudeau, Macron, and Scholz are also unlikely to attend. The UK government remains confident in bringing together the right group of experts, businesses, and leaders to tackle the important issue of AI. An updated guest list was not available at the time, but there have been reports of an upgraded invitation to President Xi Jinping of China. Downing Street considers hosting the first AI safety summit of its kind a "significant achievement."

During her visit, Vice President Harris will deliver a major policy speech on the US's vision for AI at the US embassy in London before meeting with Chancellor Rishi Sunak at Downing Street.
